Job Description:

The Oregon Liquor and Cannabis Commission (OLCC) is recruiting for multiple permanent, full-time Software and Data Developer (Information Systems Specialist 7) positions within our Information Services Division.

This position is responsible for designing, developing, and maintaining software applications while actively engaging in data-related tasks, including data analysis, integration, and database management. This position also ensures all legacy application updates are documented and traceable, including interfaces. Develops database administration standards and processes, including change control, to inform Agency's SDLC process. Participates in division strategic planning and prioritization based on analysis and research performed with business subject matter experts.

Who are we?

The OLCC is the agency responsible for regulating the sale and service of alcoholic beverages in Oregon by administering the state's Liquor Control Act and regulating the production, processing, and sale of recreational marijuana in Oregon through the Control, Regulation and Taxation of Marijuana and Industrial Hemp Act.

The agency is comprised of three major operational programs; the Distilled Spirits Program, the Recreational Marijuana Program, and the Public Safety Program. All three programs are supported by the Administration, Financial Services, and Support Services divisions. Revenue generated from these programs helps support state and local government programs. The OLCC distributed more than $600.4 million in the last two years to Oregon’s General Fund, Cities, Counties, and Drug/Alcohol Abuse Programs. This money helps fund essential services such as schools, police, and healthcare for Oregonians.

The Distilled Spirits Program oversees the distribution and sale of distilled spirits in the state. The Distilled Spirits division centrally purchases, warehouses, and distributes distilled spirits to Oregon’s independently operated liquor stores. OLCC’s Public Safety Program licenses and regulates businesses in the alcohol industry such as manufacturers, wholesalers, bars, restaurants, grocery, and convenience stores.

The Recreational Marijuana Program is exclusively authorized to make recreational marijuana available to consumers and licensed businesses through retail marijuana stores. The program also tracks the growing, transporting, processing, and selling of recreational marijuana products. The Public Safety Program is responsible for licensing and regulating the operation of the recreational marijuana industry in Oregon .

The following list represents the general responsibilities of the Software and Data Developer.

  • Provides expert-level guidance into decision making for change requests to the agency’s change control board and technical problem escalation for business continuity issues affecting mission critical operations or interfaces with state or national business partners.

  • Provides mentoring, advice, and guidance on tasks to peer system support staff as needed on projects for which this position is the lead. Provides instructions for development staff to program or implement the design of the data system components (database tables, database views, screens, application program interfaces [APIs], batch programs, reports, other output).

  • Completes overall system upgrades and codes extensions to software. Performs system testing/validation on change requests or updates (new and modified code) prior to deployment, unit testing to ensure requirements are met and changed code works as specified, and logical and physical data modeling and designs relational databases.

  • Implement logging mechanisms to capture and store relevant application data for debugging and analysis and security measures to protect sensitive data within the application. Ensure compliance with data protection regulations and industry standards. Implement features for generating reports and analytics within the application. Integrate with external analytics tools or develop in-house reporting solutions.

  • Problem solving for projects that involve a high level of coordination where there may be conflicting code and/or data sets or a variety of customers including other state agencies or external partners.

  • Diagnoses user problems on an ongoing basis, prioritizing systems that are the most complex and critical to the state (such as finance, distribution center, licensing and compliance). Problem solving requires a high level of coordination with other IT staff and sometimes vendors.

  • Reviews and evaluates programming assignments to provide accurate estimates of effort and to determine realistic timeframes for assignment completion that will be included in a work breakdown structure for project planning.

  • Analyzes reports and feedback from build and quality control systems to reduce build errors and software defects. Provides expert-level input and recommendations to IT prioritization meetings for strategic planning of IT projects, change requests, and continuous maturity initiatives.

  • Analyzes, designs, and develops enhancements or corrections to existing agency application software. Analyzes and designs data system components (database tables, database views, screens, application program interfaces [APIs], batch programs, reports, other output) and how they will interface with each other.

  • Researches, designs, develops, and documents software build systems, version control systems, as well as manual and automated quality control systems for software. Manage data versioning and implement data migration strategies. Update code change analysis documentation. Including updated application code including modifications per the accepted technical and design documents, updated applications from merged code sets and Technical Specifications documentation for internal development applications.

  • Creates application software designs and models (e.g. UML, ERD) according to agency business requirements, specifications, and standards. Create data models that represent the structure and relationships within the application's data. Creates and maintains comprehensive documentation which includes code repository, release notes, dependencies, design documentation, database schemas, data flows, and integration points and test plans/scripts.

  • Creates source code tests at various levels and using appropriate concepts and technologies as required on per-application basis, including - but not limited to - unit, integration and performance tests using testing libraries, automated test runners and test/mock objects.

  • Develops division standards and procedures. Routinely checks version, build and quality control systems to ensure adherence. Develops and designs data conversion strategies. Defines and develops qualitative testing standards for application software designs and code to decrease instances of error and functional gaps.

  • Establishes controls and creates security measures for newly implemented applications. Establishes monitoring systems to track application performance and user behavior.

  • Designs logic for, writes, and tests computer program code to construct data system components that perform efficiently and produce desired results for various sized data systems. Designs, develops, and tests database architecture and objects associated with application development and maintenance.

  • Facilitate with the business liaison and other IT leaders as appropriate to set and manage requirements and compliance needs across the application lifecycle; and establish processes, procedures, and methodologies to manage and control development, testing, and maintenance activities as it pertains to assigned business area applications.

  • Participates in vendor selection/assessment through the Request for Proposal (RFP), Request for Quote (RFQ) evaluations and preparation of materials.

What do you need to qualify? Minimum Qualifications:

Six (6) years of information systems experience in software and data development;

OR

An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;

AND

four (4) years of information systems experience in software and data development;

OR

A Bachelor's degree in Information Technology, Computer Science, or related field

AND

two (2) years of information systems experience in software and data development;

OR

Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.

  • Demonstrated knowledge in data migration, interfacing systems, and synchronization of records; this should specifically include experience developing and testing web services across multiple platforms.

  • Demonstrated experience working independently with minimal supervision and direction.

  • Demonstrated experience developing analysis and design documentation necessary for the construction, testing and implementation of identified tasks to be completed.
