GENERAL DESCRIPTION


The Facilities Department's mission is to provide a safe and cost-effective environment while conducting its affairs with professionalism in a customer-focused manner, creating an atmosphere consistent with the University's mission. These services are essential to the operation of the university. They must be acquired and delivered with cost, timeliness, and efficiency. Works with an internal team of Project Managers, Architects, Facilities Maintenance & and Operations Managers, and Energy and Utilities Managers. Works with various external consultants, architects, engineers, and construction contractors. Manage and coordinate university preventative, building maintenance, and repairs for all campus facilities, equipment, and systems. Uses preventative maintenance computerized software to track the status of various programs. Supervise the unionized labor force. Provide emergency response coordination for facilities on a regular and on-call basis.

The salary range for this role is $100,000 - $110,000 and is commensurate with experience.

COMMUNICATIONS


Communicates highly professionally with Illinois Tech administration, faculty, staff, students, external service providers, community members, and others in various matters as assigned by the Associate Vice President for Facilities. Uses tact and diplomacy to manage professional relationships with key constituencies. Utilizes the HawkWorks Integrated Workplace Management System for work management communication. Communication with external contractors and vendors will be frequent and accomplished verbally, electronically, and in writing.

CUSTOMER SERVICE


This position will interact significantly with internal customers within the buildings. Performance measurements will be in the areas of cycle time, quality, and customer service. Customer relationships will be cultivated utilizing a problem-solving approach. In addition, communication will occur frequently with vendors, contractors, and other IIT internal staff. Promotes a culture of diversity, equity, and inclusion.

Special Schedule Requirements


Must be available campus-wide after hours for emergency response and on-call duty.

Qualifications


Education & Experience


A Stationary Engineer Certificate or associate degree in HVAC is preferred. Bachelor's degree in Mechanical Engineering, Industrial Technology & Management, or a related field is a plus, or an equivalent combination of education and experience. 5 years of experience in infrastructure maintenance with at least three years as a leader in developing training programs, writing policies and procedures, managing service agreements, etc. preferred. Supervisory or management experience of union and non-union employees; ability to delegate and foster team development through education, training, and mentoring. Experience working in a team environment. Experience in project management in a project supervisory role. Demonstrated education and experience in working with specialized, complex equipment and building systems. Prior experience working in housing, laboratory, or hospital environments is preferred.

Knowledge & Skills


Graphic skills, ability to read and interpret building and infrastructure design plans, good computer literacy with the ability to learn new software including drawing, databases, and word processing programs. Requires advanced technical knowledge of HVAC, controls, plumbing, electrical and general building equipment and systems. Strong orientation toward Customer Service, communication, quality, cycle time, and metrics. Knowledge of hospital, research, or government settings with stringent technical environmental control requirements. Knowledge and skills in developing rigorous, specific, and detailed documentation of equipment maintenance schedules. Knowledge and skills in the development of a comprehensive preventative maintenance program. Demonstrated understanding and proficiency in problem-solving and development of solutions in a complex work environment. Knowledge of the importance of documentation and the accuracy required to impact financial and research outcomes positively.

SUPERVISION & BUDGET AUTHORITY


Direct supervision of up to 15 union and non-union employees. Works with a team of managers to supervise and support 45 workforce employees. Coordinate, assign work, oversee, and inspect work. Provides oversight to several Trainee employees. Advise, mentor, develop, and discipline employees.
Provides support for budget considerations through optimization of staff resources. The budget is managed at the AVP for Facilities.

  • City of Chicago Stationary Engineer, license; preferred
  • Universal Refrigeration Certification; preferred.

Direct supervision of Facilities Department union and non-union employees. Schedule/assign work, establish standards for work production and oversee and inspect work. Advise, mentor, develop, and discipline employees. Leads the effort to provide a consistent campus-wide approach to work control and labor management by meeting the operational needs of the Facilities Operations & Management department and the University. Develops a campus-wide talent pool to address the needs of the buildings and systems. Identifies and formally addresses unsatisfactory behavior with consistency. Implements and documents progressive discipline. Interprets and applies the provisions of the collective bargaining agreement. Oversees the field portion of the Trainee program and other education programs. Promotes a safety culture and oversees the performance of safe work practices in the field. Develops partnerships with Human Resources and the General Counsel offices.

Proactively identify areas needing service or repair and make decisions regarding the required resources based on staff availability, cost, and customer requirements. Utilize internal resources to streamline the maintenance and repair process. Use the HawkWorks system as a central location for information. Make data-driven decisions on maintenance, repair, and replacement options.

Identify customer needs, develop and deliver best-in-class service within budget, utilizing Facilities Operations & Maintenance in-house staff. Build and maintain strong customer relations and provide timely updates and feedback.

Report writing, documentation of methods, record keeping, developing policies and procedures, providing customers with service and maintenance records with the level of customer required detail. Utilize HawkWorks IWMS to support operations and service compliance. Develop and implement predictive and preventive maintenance procedures.

Contribute to the development of RFPs. Confer with subject matter experts, including facilities staff, customers, consultants, and vendors, to confirm the scope of work for maintenance projects. Oversee projects from start to finish. Provides the technical contributions for the master order service and task order contracts. Evaluate bidders for compliance with RFP provisions and help make selection decisions to offer the best value for the university.

Participates and contributes to team building. Maintains communication between all areas of the facilities department and other IIT departments. Participates as required in customer, contractor, departmental, and university-wide meetings to represent the department. Performs other duties as assigned. Develops the Lead Building Engineer role as the bridge between the field operation and the office.
